In short: The government-set costs are the fixed deposit (USD150,000 / USD500,000 / USD1,000,000 by category, which stays your money) and a one-off participating fee (RM1,000 / RM3,000 / RM200,000). The biggest cost is the compulsory property purchase. Operator, medical, insurance and bond costs are extra and not set by the Ministry.
MM2H has a small number of government-set costs and a larger set of costs that depend on your choices. This page separates the two so you can budget properly. All Ministry figures are from the official category pages, checked 27 October 2026.

How the fixed deposit works
The deposit is not a fee: it stays your money, held in a Malaysian licensed bank. After approval you may withdraw up to 50% of the principal for four purposes only: buying a residence, education, medical costs and tourism activities in Malaysia. The Ministry also publishes a withdrawal verification step on its site. Interest is earned under the bank's deposit terms.
Other costs along the way
- Operator fees. Licensed MM2H operators set their own service fees; the Ministry does not publish a fixed amount. Compare more than one.
- Processing, pass and visa fees. Paid at the final stage of the application; the visa fee depends on nationality.
- Medical check-up. Compulsory for the principal and dependants at a Ministry panel clinic or hospital; pricing varies by clinic.
- Health insurance. Required for applicants aged 60 and below, from a Malaysian or foreign provider with worldwide coverage.
- Personal bond. The personal bond form must be stamped by the Inland Revenue Board (LHDN).
- Annual pass fee. Before the maximum term ends, a fixed pass fee of RM500 per year applies on renewal, plus a visa fee of RM0 to RM50 by nationality.
The property is the biggest line item
The compulsory residence purchase dwarfs every fee. On top of the price you need to budget for legal fees, stamp duty and, for foreign buyers, the rules that apply to foreign ownership. Read the foreign buyer stamp duty guide, and use the loan calculator to model financing.
A simple budgeting framework
- Fix your category, which fixes the deposit, fee and property floor.
- Decide how much of the deposit you will withdraw (up to 50%) toward the residence.
- Add the property price plus legal and stamp costs.
- Add operator, medical, insurance and bond costs from quotes.
- Keep a reserve for the 90 days a year you must spend in Malaysia.
